In furtherance, it is an A-POLITICAL CRISIS because gang-affiliated individuals and their subsidiaries are embedded in the labor pool; consequently, gang influence is embedded in our economy. We must conduct Cultural Rehabilitation and Economic Retraining (CRER) for gang-affiliated individuals and their subsidiaries.
